Alpha Resources Ltd. Applauds New Licensing Regime for Temporary Help Agencies (THAs) in Ontario

This significant development is part of Ontario's Working for Workers Act, initially announced in 2021, and aims to enhance the rights and protection of workers in the province.


As a reputable and accredited staffing agency, Alpha Resources Ltd fully endorses the licensing framework, which will hold organizations in the industry accountable to their workers and ensure a high standard of human resource solutions in compliance with various local and national regulatory bodies such as the Canada Revenue Agency (CRA), Ontario Ministry of Finance (Tax Compliance Verification), Ontario Workplace Safety and Insurance Board (WSIB, Ministry of Labour, Training and Skills Development and Immigration, Refugees and Citizenship Canada. This new licensing requirement will be effective as of January 1, 2024, making it illegal for companies to engage with unlicensed businesses for staffing purposes. Companies will be able to search through a database of staffing agencies in order to find those that are licensed.


Under the new legislation, all Temporary Staffing Agencies in Ontario have until January 1, 2024 to obtain a license, with the implementation of the licensing regime starting from July 1, 2023. Agencies found operating without a license may face fines up to $50,000 or receive a “lifetime ban” for operating without a licence. Additionally, companies that utilize the services of unlicensed agencies will also be held liable, emphasizing the importance of partnering with licensed and reputable agencies.
